Servers should be named once.
They should have a fixed IP-address.
They should not change domains.
Oracle should be installed as local administrator on MS Windows.

Lot of shoulds above; you fail at least two, I think even three.

What when you logon locally, set your SID and connect / as sysdba?
Can you do a startup? What's the error? What did you or your DBA try, and what were the findings?
