I have been running a software developed in Oracle Apex which is running in mod_plsql in Oracle Companion CD HTTP Server.

1. Total user of the software is 900.
2. Concurrent sessions are 500
3. Average page size is 200~400 KB.
4. Bandwidth is 512 kbps up/down dedicated.

My Http Server is not performing well, but the server resource is not being utilized properly. When I check Memory and CPU usage, it is very low. May be are there some configuration issues that have to be taken care of. I have searched through the web for DADS.conf and httpd.conf configuration, read them thoroughly but cannot decide what to do, even if I do some configuration changes it changes very little, my resource is not being utilized properly.

Please advise what to do, and suggest what I can be optimized configuration depending on the server load.
